You can expect a limited amount of oil in the air filter.
What Causes This Effect?
Where Is The Oil Coming From?
The crankcase is vented to the carb, if this doesn't answer your question I can get more in depth but it is required to vent the crankcase and the factory simply runs it to the breather.

Funny how I just now stumbled across a plugged black hose coming from the back of the air filter housing just laying there on the motor. Oil drain??
Possible, got a picture?
Let me see what I can come up with.
It is normal to have oil in the filter. As stated earlier the breather is connected to the Carb, therefore by factory design, oil run off goes into the air filter. You will notice a small black hose connected to the bottom of the filter with a plug on the loose end. This is so that the oil can be drained from the filter every now and then. It is even better just to take the air cover off and wipe it out with a clean cloth. nothing to worry about. The oil will get into the air filter when one has over filled the crankcase. So do not go past the top line when filling the Oil.

I had to put a piece of paper between the hose and engine. You can barely make out the hose with the clamp on the end.
Makes sense then. While taking the picture I found another hose hanging down behind the air filter and it is not plugged. I'm going to have to take the filter off and see where this goes.
The other hose that's not pluged is the Carb upper vent hose. If you flood out your carb, it'll puke gas out of that hose (don't ask me how I know).
