Use a cargo strap across the fender to compress the spring enough to line up the holes. Pad under the strap really well to avoid marking the fender.

I have done that but right when I get to the new holes it moves up just enough to make it a B!@#h to get the bolt through. I can get one side in but then the other side tips up further I am not sure how to get this one done????

Use a pry bar or long screwdriver to line up the hole. You can also use the ratchet strap after the first half of the bolt is in tightening and loosening it off to line it up horizontally. Are they drilled in the right spot? Lined up as per the template?

I just J slammed an 07 2 weeks ago. It's easy enough to do and all the same as the instructions. I strongly suggest using a road star spring if you are gonna do it.
